Russia: Flash floods rip through Lipetsk, leaving car and buses submerged

A crew of eight men were seen attempting to manoeuvre a half-submerged car through the heavily flooded streets of Lipetsk, Monday. A month's worth of rain hit the city over just a few hours on Sunday, triggering flash floods that have deluged the city's streets.
Local media state that traffic was totally paralyzed and thousands of people were left without electricity for the whole day.
The Eighth and Ninth districts were the worst hit as they are the most low-laying while some people made the most of the situation and got out canoes for a paddle.
