Hollywood actress and United Nations High Commission for Refugees (UNHCR) special envoy for refugee issues Angelina Jolie slammed the UN Security Council in New York, Friday, for its failure to take an active role in the Syrian refugee crisis. The actress and humanitarian activist also referred to the migrant crisis taking place in the Mediterranean Sea as "sickening". Addressing the UN Security Council Chamber, Jolie stated that the "Security Council has powers to address these threats to international peace and security, but those powers lie unused", adding that the "UN has adopted the 'Responsibility to Protect' concept, saying that when a state cannot protect its people the international community will not stand by, but we are standing by in Syria". Jolie went on to refer to the UN's inaction as the "lowest point in the world's inability to protect and defend the innocent". 'Responsibility to protect' or R2P, first adopted by the UN Security Council in April 2006 and formalised in 2009, allows for foreign intervention, ranging from economic sanctions to military intervention, if a state is deemed to fail in protecting its civilians. Critics have accused the policy of doing away with the concept of state sovereignty. Addressing the recent wave of migrant deaths in the Mediterranean Sea, Jolie said that "it is sickening to see thousands of refugees drowning on the doorstep of the world's wealthiest continent".
